Special topic of "Fiscal Sciences" 2018, SWUFE Accelerating the Full Implementation of Budget Performance Management

September 9, 2018, the event of No. 4 special topic of "Fiscal Sciences" 2018 regarding "Accelerating the Full Implementation of Budget Performance Management", co-sponsored by China Academy of Financial Sciences, School of Public Finance and Taxation (SPFT) at Southwestern University of Finance and Economics (SWUFE), and Shanghai National Accounting Institute (Asia-Pacific Finance and Development Institute, was successfully held at Southwestern University of Finance and Economics.

Li Xing, Director of the Publications Department of China Academy of Fiscal Sciences, hosted the event which was strongly supported by Asian Development Bank. In the event, Mr. Marvin Taylor, Director General of the Independent Evaluation Bureau of Asian Development Bank, Xianbin Yao, Senior Advisor to the President of Asian Development Bank, Mr. Walter Kolkma, Division Chief of the Independent Evaluation Bureau of Asian Development Bank, and Mrs. Farzana Ahmed, Chief Expert of the Independent Evaluation Bureau of the Asian Development Bank, attended the meeting and shared their experiences in performance budget management. Xiaoning An, Deputy Director of Financial Accounting Center of MOA; Zecai Wang, Office Manager of China Academy of Fiscal Sciences; Professor Yannan Gou, assistant to the president of Fudan University; Professor Jinshan Li, director of Tax and Policy Research Center, Zhejiang University; Professor Runzhong Peng, from Shanghai National Accounting Institute (Asia-Pacific Finance and Development Institute); Professor Rong Liu, Dean of the SPFT; Professor Wei Tong, from Central University of Finance and Economics; Professor Keqing Zhou of the SPFT, all the foregoing persons attended the meeting and delivered their speeches.

Experts from Asian Development Bank shared their views on ADB evaluation system and its research perspectives and methods, and shared their experiences of conducting evaluations in China. Experts from government agencies, universities and research institutions discussed the goals, methods, results, difficulties and ideas on domestic budget performance. They also provided detailed responses to the questions raised by online participants.
